This forum, government issues, should be added on to in general, sweeping issues. specific issues will be specified within.
I have already posted one, taxes, as an example, and I gave the specific issue of having no money in the bank.

You could post: Transportation Issues, Agricultural Issues, Pollution Issues, Etc.
Only post a new topic when you have a specific issue that needs to be addressed.
ex.:
Pollution Issues
This is a thread for issues concerning pollution, and one certain issue is the over-extended use of coal

Then, someone could address the issue in the form of a bill posted in the bill proposal thread

Ex. to above example and the one I posted:
Addressing the Issue of coal pollution, and lack of taxes,
I propose a tax on coal in the form of a 5% sales tax. This would make people want less to buy the coal, reducing coal pollution, and supplying money in the form of tax to the government treasury
